I saw this whilst coming out of a train station in Liverpool last week.
Yes it does rotate ( and I think it was on TV a while ago ). I'm guessing that somehow my taxes probably paid for it - in which case its really Silly.

Hmm. How about a Last Night of the Silly Week to see these glorious seven days of madness out with some sort of a climax?

Logic:
A - if the art was paid for by taxes it's Silly.
B - Anything paid for by taxes is Silly.
A=B therefore War is Silly.
