Spot the difference ( England & Scotland )

The Daily telegraph reports today on the expected coming council tax rises. Since Labour came to power they report the following difference between England and Scotland:

England rise 84% since 1997
Scotland rise 40% since 1997

Its worse for the South of England.

If your English and this doesn't make you angry - then its clear your not the one paying the tax !
