Man in a Shed: Technical question

Does anyone know why when I switch my laptop on and it slows down a lot with CPU usage under System Idle Process that that process should have a series of port maps ( this is what I'm guessing they are - tell me if you know better ) including one to a web site developer who works for the Liberal Democrats ? ( And has done most of the Lib Dem web sites ? )

Any ideas or leads ?
