How the instruments of the state are turned to oppression

Its often the unintended consequences of legislation and the state that do the real damage. Below is an example of how the systems being set up by the state, incomplete as they are at the moment, are being used to oppress our fellow citizens by the entirely foreseeable misuse by certain groups of people.

( This has its equivalent in IT security where the greatest risk is not intrusion from the outside, but unauthorised activity by people 'trusted by the system').
