If no election then Brown will pocket the cash identified by George Osborne

Its depressing, but most likely. I would expect Gordon Brown to take up the Tax proposal from George Osborne, but then to spend it else where.

Assuming there isn't an election soon.

Cynical ? Well we've know Gordon Brown for 10 years and he has form.
