PR confusion

My wife's twin sister is on the phone trying to explain the voting system in Cardiff. Its a long conversation - I hope its an incoming call ....

I'm not confused. Remember I said that I would vote for my working labour councillor?
I did just that, but when I got to the polling station I found that there was a tory candidate who lives only 300 yards from me, but gave out no leaflets and didn't canvass.
