The decline of State Schools in Russell group Universities admissions

The predictable load of utter drivel has been in circulation today ( ok there's the drivel from Mr Twigg on Labour's attempt top destroy free schools, but only after an election victory is secured, to compete with it ).

The question is not do we need targets or quotas but what has changed in the last ten years about state and independent schools ? ( After all perhaps its just independent school teachers are fantastically more gifted than they ever used to be ? ;-) )
